New learner permit rules from 1 November 2026, explained simply

New learner permit rules start on 1 November 2026. Booking a driving test is not enough to get another permit. Find out what changes and what to do now.

7 min read

From 1 November 2026, new rules apply to learner permits in Ireland. Booking a driving test is no longer enough to get another permit. You must actually sit the test.

Quick takeaways

  • From 1 November 2026, you must have sat a driving test in the last 2 years to get a third or fourth permit.
  • Booking a test or applying for a test does not count.
  • There is no fifth permit. After four permits, you start again.
  • A permit expired for 2 years or more cannot be renewed.
  • If you already have a full licence for that type of vehicle, these rules do not affect you.

What is happening, in one minute

From 1 November 2026, booking a driving test is not enough to get another learner permit. You must actually have sat a driving test. The reason: a learner permit is meant for learning, not for driving for many years without a test. A learner permit is the permit you drive with while you are learning, before you pass your driving test. The driving test is the practical test in a car with an examiner. The theory test is the computer test about the rules of the road. The new rules are for learner permits for cars, tractors and work vehicles, motorbikes and mopeds.

Does this affect me?

What the new rules mean for you
Your permitWhat you need for the next oneIn plain words
First permitYou can get a second permit without sitting a test.No test needed yet.
Second permitTo get a third permit, you must have sat a driving test in the last 2 years. No test = no third permit. Book early and sit the test.
Third permitTo get a fourth permit, you must have sat a driving test in the last 2 years. The fourth permit is valid for 1 year. You have one short permit left.
Fourth permitThere is no fifth permit. You still have the rest of this permit to take your driving test. After it, you must start the learning-to-drive process again. This is the last permit. Use it to pass your test.
Permit expired 2+ years agoYou cannot renew it. You must start again from zero.Too late to renew.

Booking is not enough

To get a third or fourth permit, you must have sat a driving test in the last 2 years. Booking or applying does not count. A test that did not happen does not count.

What exactly changes: 4 rules

From 1 November 2026, four main rules change.

  1. Booking a test is no longer enough

Until now, you could get a third or fourth learner permit just by applying for a driving test. From 1 November, you must have sat a driving test for the same type of vehicle (for example, a car) within the previous two years. Applying or booking does not count. A test that did not happen does not count. Example: Anna is on her second permit. It expires in March 2027. She booked a test, but she has no date yet. That is not enough. She must sit a driving test before she can get a third permit. If she does not, she must stop driving when her permit expires.

  2. No fifth permit

After your fourth permit, you must start the learning-to-drive process again. There is no fifth permit. Example: Ben is on his fourth permit. It lasts only 1 year. He can still take his driving test while this permit is valid. When it expires, he cannot get a fifth permit. He must start again from zero.

  3. No more medical exemption

Before, some people could renew a learner permit without taking a driving test for medical reasons. This exemption ends. Example: In the past, Cara renewed her permit without a test for medical reasons. From 1 November, a medical reason no longer replaces the driving test.

  4. Expired for 2 years or more

If your learner permit has been expired for two years or more, you cannot renew it. You must start the learning-to-drive process again. This applies to all learner permit categories. Example: David's car permit expired in May 2024. In June 2027, more than 2 years later, he wants to renew it. He cannot. He must start again.

What “start again from zero” means

You have to start again after 4 permits, after 7 years on permits, or if you did not sit a driving test in time. Then you go back to the very beginning. You must do all of these:

  1. Pass the theory test again

Sit the computer test about the rules of the road again.

  2. Get a new learner permit

It counts as a first permit.

  3. Do all 12 EDT lessons again

EDT means Essential Driver Training, the 12 compulsory driving lessons for car learners. Motorcyclists do IBT (Initial Basic Training) instead.

  4. Wait 6 months

You must wait 6 months on the new permit before you can apply for a driving test.

  5. Pass the driving test

Take and pass the practical driving test with an examiner.

Starting again costs time and money

A new theory test, 12 lessons and a new permit cost money. The lessons and the 6-month wait take time.

An IBT certificate you already have does not carry over, even if it is still in date.

Reduced EDT cannot be used a second time.

No exceptions

The Road Safety Authority (RSA) says these rules apply even in difficult situations. A test must have been sat in the previous two years.

  1. You were sick and missed the test

No exception. If you have not taken a test in the previous two years, you start again.

  2. The test was cancelled because of weather

The RSA tries to give you a new appointment quickly, but cannot promise it before your permit expires. The RSA cannot make exceptions. Most permits last two years — plan your test inside that time.

  3. The test did not go ahead because of a problem with your documents

No exception. A test that did not happen does not count.

  4. You applied for a test before 1 November but got no date

No exception. You still cannot renew your second or third permit. A test must have been taken in the previous two years.

What to do now

The RSA says it is your responsibility to plan ahead. Check now how the rules apply to you.

  1. Check your permit

Check which permit you are on (1st, 2nd, 3rd or 4th) and when it expires.

  2. Book a driving test now

Most permits last two years. Book early, so you get a test date before your permit expires.

  3. Actually sit the test

Booking is not enough. You must sit the driving test.

  4. Fix a paused application

If your test application shows “paused”, log in to MyRoadSafety, choose “Check Application Status”, update your details and confirm you are ready for an invitation.

  5. Keep practising the theory

A little practice every day helps you stay ready.
